Richmond City Public Schools Policies

  • 2025 State performance indicators show 30 of Richmond’s 40 schools are either “off-track” or “needs intensive support.”
    • In 2024-25 only 53% of students passed reading proficiency tests, compared to 74% state-wide. Only 44% passed writing performance, compared to 76% state-wide. Only 49% passed Math proficiency, compared to 72% state-wide.
  • Policies require school staff to use a name and gender pronoun that reflects a student’s chosen gender identity without notification or permission from parents.
  • Activities, including athletics not governed by the VHSL, shall permit students to participated based on gender identity not biological sex.
  • Access to locker rooms and bathrooms are based on a student’s gender identity, not biological sex.
